ITEC/SCAAP Scholarships for Citizens of ITEC Countries in India

The Indian government is pleased to offer the ITEC scholarship for the 2025 academic year. Citizens of all ITEC countries can apply for this program. These programs enhance host countries’ experience, skills, and resources and provide a means of sharing critical skills and knowledge with the wider Commonwealth family.

The decision to implement the ITEC program was based on the underlying conviction that “it is necessary to build relationships of mutual concern and interdependence based not only on shared ideals and aspirations but also on solid economies.

About ITEC Scholarship

The Indian Cabinet, on 15 September 1964, instituted the Indian Technical and Economic Cooperation (ITEC) Program as a bilateral program of assistance of the Government of India. An integrated and imaginative foreign policy functions well when there’s cooperation between the technical and economic components, hence the ITEC.

The ITEC Program is essentially bilateral. However, in recent years, ITEC has applied its resources to cooperation programs conceived in a regional and inter-regional context, such as the Economic Commission for Africa, Commonwealth Secretariat, UNIDO, Group of 77, and G-15.

In more recent years, ITEC’s activities have also been associated with regional and multilateral organizations and cooperation groupings. Such groupings include the Association of Southeast Asian Nations (ASEAN), Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Mekong-Ganga Cooperation (MGC), African Union (AU), e.t.c

Now, the ITEC/SCAAP program has the following components:

  • Training (civilian and defense) in India of nominees from ITEC partner countries
  • Projects and project-related activities such as feasibility studies and consultancy services
  • Deputation of Indian experts abroad, and
  • Study Tours.

Level/Field of Study

The ITEC/ SCAAP scholarship is available for a short-term training program.

These training cover areas where there is a national comparative advantage. Thus, the training runs with resources located in the host country. 47 top-rated institutions are offering 280 short, medium, and long-term courses in seven broad categories:

  • Accounts, Audit, Banking, and Finance
  • IT, Telecommunications, and English
  • Management
  • SME and Rural Development
  • Specialized courses
  • Technical courses
  • Environment and Renewable Energy.

Host Nationality

India hosts the ITEC scholarship, and it is in this country that you can take the scholarship program.

Scholarship Worth

If you successfully win the 2025 ITEC/SCAAP scholarship, you’ll benefit from the following:

  • Excursion/economy class air tickets for travel to the capital of the country participating in the training institute in India and back
  • Free Indian Visa for the duration of the course
  • Course fees – at the expense of the Indian Government
  • Hostel/hotel accommodation which the Indian Government provides, according to the institute. However, participants must pay for the services they use, such as (a) room service, (b) laundry service, (c) local and external calls, faxes, etc
  • Housing Allowance @ Rs. 25,000 per month and on a pro-rata basis for a part thereof to meet expenditure on food, out-of-pocket expenses, etc. Compensation is calculated from the day of arrival until the day of departure.
  • The institute pays you a subsistence allowance every week/every two weeks (at their discretion though). However, participants must pay for their meals with this allowance. If the institute makes arrangements for the meal, they will deduct part of the grant in advance and pay the rest to the participants. Also, participants may want to spend a little more on shopping and other food needs.
  • Book Permit Rs. 5000 – Refunds must be submitted for the purchase of books and receipts based on the price
  • Study tours as part of the curriculum to familiarize yourself with Indian culture and history (mandatory)
  • The medical facility is for immediate and acute complaints in India. However, participants are not allowed Medical reimbursement for chronic diseases. Participants should have their own medications for common and chronic health problems such as diabetes, hypertension, etc. For regular/chronic complaints, all doctor’s consultation fees, medications, etc., will be the responsibility of the participants.
  • If a participant needs special assistance during his stay in India, he must inform the mission and the institute before he leaves for India. Participants should also check with the institute for the availability of the equipment they require.

Number of Awards

The Indian Government awards 30 places to participants from Commonwealth countries.

Eligibility for ITEC/SCAAP scholarship 2023

For a candidate to be eligible for the scholarship, the following criteria must be met:

  • Applicants must be members/employees/ government officials, government, public/private, universities/schools, chambers of commerce, and industry or non-governmental organizations to be eligible.
  • The candidate must demonstrate proficiency in the English Language to follow the course. They will need a basic knowledge of English for an English Language course.
  • Candidates should also be in the age group of 25-45 years.
  • It should be noted, however, that if a candidate has already attended a Government of India-sponsored course, he/she is not eligible for ITEC courses.

How to Apply for the ITEC Scholarship 2023

It is best to apply for the ITEC scholarship through Commonwealth. So, here is the commonwealth ITEC program application step-by-step procedure.

Application Deadline

The deadline varies depending on the Itec India courses you have chosen.

Please note that individual deadlines and eligibility criteria apply for each course of the program. Availability is limited, so you must apply to the commonwealth secretariat as soon as possible to avoid disappointment. Ensure to leave a timeframe of at least three months before the start date of the course you have chosen.

  1. Choose Course

    Click the ‘Choose Course’ button below to search for your preferred course and start an application in the ITEC scholarship Online Portal.

  2. Nationality and Application Preference

    Once on the application portal, select your nationality. Afterward, still on the first page, tick the box saying, ‘If not applying through the Indian Mission, please tick the checkbox.’ Under Secretariat Name – select ‘COMMONWEALTH.’

  3. Start Application

    You will need to fill and print out the ITEC scholarship application form. So, to commence, create a profile and complete your application.

  4. Print Application

    Log-out of your completed application, click on the ‘Login’ button below, and Log-in using your credentials. Click on ‘My application’ on the right-hand side and click ‘Print.’ After completing the online application form, please send a scan of the completed form via e-mail (below).

  5. Submit Application

    Before the physical submission, you must first submit an online submission for the Commonwealth to consider your application. Afterward, you should submit copies of the completed application plus other documents to the Commonwealth Secretariat. These other documents are a Medical Certificate, signed and stamped by a medical institution; Evidence of proficiency in English signed and stamped by an educational institution or nominating employer. Letter of endorsement from a local government authority or nominating employer; and, Relevant evidence e.g. work experience, educational/professional qualification certificates, knowledge of English Language, etc.

Before sending your application to Commonwealth, please ensure that you have the minimum educational qualification and minimum work experience, which are mandatory for the course you have opted for.
